House Number Signs
Help local rescuers find your home faster. This standard numbering program will make finding houses easier for everyone in and around Allenspark. Signs are rust free aluminum, with a blue or green reflective background and white numbers. Four digit signs measure 5"x14" and cost $20.00, five digit signs are 5"x16" and cost $22.00. Additional signs are $5.00 less. Each sign is one sided. Orders may be placed by mail or in person at the Allenspark Fire Station. Every sign will be installed by Fire Department members at no additional charge within approximately three weeks of order. MINUTES OF REGULAR BOARD MEETING

May 15, 2013

 Call to Order

President Gene Mackey called the meeting to order with Board Members Jeff Kolen, Gary McGuire, and Bob Snell present.  Assistant Chief Leo Touzjian, Bill Reichardt and Les Male were present.  Cat Osban was present.

Minutes from Previous Meeting

A motion was made to approve the minutes from the previous meeting by Jeff Kolen and seconded by Bob Snell.  Motion passed.

Run With the Wind

Cat Osban requests an ambulance and any volunteers that could be present for the Run With the Wind on July 13.  The race starts at 9am and should be done by 10:30am.  A table to recruit volunteer fire fighters is welcomed.

Submission of Bills

This month’s invoices were reviewed by Bob Snell.  A motion was made by Gary McGuire and seconded by Jeff Kolen to pay the bills.  Motion passed.

The Treasurer’s Report was given by Bob Snell.

Assistant Fire Chief’s Report

Calls –  seven calls, three medical

Volunteers –  same

Other –  volunteers are asked for the Run With the Wind event.  Pro Cycle will be in Estes Park August 24 and they are estimating many people.  The route will go through Glen Haven and Estes Park.

Old Business

Community Room

InterMountain Alliance (formerly Mountain Mayor group) requests Wednesday, May 22, from 10am to 1pm.  Approved.

Meadow Mountain Water Supply Company requests Tuesday, May 21, from 8:30am to 1:30pm for interviewing an engineer for MMWSC.  Approved.

Auxiliary Station Land

There is a tentative agreement with the Hilltop Guild to donate land for the station near the Kelly House and Bunce School Road.  The auxiliary station would be named after Marge McCullough in honor of her support and service.  The Hilltop Guild must satisfy some Boulder County requirements  in order to be able to subdivide the property.  Motion that Bob Snell meet with Boulder Land Use and inform the Board of their requirements for the Guild to donate and what AFPD will be required to do to build.  Bob will email the Board with the requirements within a week.  If the Board believes the requirements are too stringent, AFPD attorney will be contacted for an opinion.  Motion passed.

Property Protection Trade with Lefthand Fire District

Trade is done and AFPD will be receiving a letter.

AFPD Guideline Review

Proposed new guidelines are being reviewed.  After the review is done the Guidelines will be presented to the Board for approval.  Time frame for presentation to the Board is the fall.

Main Station Parking Lot

Boulder County will lay down material for the main station parking lot for the cost of material and truck to smooth out the lot.  Approximate cost will be $1,500 - $2,000.  This will probably be scheduled in July. 

Vehicle Purchase

Chief Mike is requesting the lease-purchase of two new pumper/tanker trucks and one new brush truck to begin replacing the aging fleet.  Rosenbauer quoted two pumper/tanker trucks for approximately $497,000.  A brush truck would cost about $140,000. 

Bob Snell presented the financal information.  Next years income will be reduced by $13,000 because of falling property values.  If AFPD lease-purchased the trucks there would be a shortfall of $4,000 per year.   The budget could be cut somewhere else to pay for the lease purchase.

Gary McGuire presented a proposal of how AFPD can afford new vehicles in a timely matter without asking for more money from taxpayers.  The budget would need to be reduced by $21,000 a year (approximately 10%).  Two pumper/tanker trucks could be purchased now, one with cash, one lease-purchased, then the brush truck in five years.  Then purchase trucks every five years, causing the main fleet not to fall below the age of 20 years old, as desired.

Jeff Kolen feels the truck quote from Rosenbauer is not detailed enough to purchase the trucks.  Bob Snell would like to know why there are not competitive bids.

As Chief Mike was not present, Acting Chief Leo Touzjian will communicate to Chief Mike that the Board would like the pumper/tanker truck specs on the quote in more detail, a competitive bid (or reason why there cannot be a competitive bid), the Chief’s input on the vehicle equipment five year replacement plan with budget trimming at the next Board meeting, rather than going ahead with purchasing less than Chief Mike has requested without his input.
